Scud President, Matt BallardMatt Ballard, President S·C·U·D

 As a native of Seymour, Tennessee Matt knows, understands, and cares for our community.  Since the beginning of his career in local government Matt has helped shape our region.  His service to our community has contributed to the preservation of our area's natural beauty and assisted in creating a thriving and diverse economy. At the same time he has maintained a steadfast commitment to hometown values. 

 After his service in local government as Assistant Mayor, Matt began his career at Sevier County Utility District (S·C·U·D).   He was very successful as general manager and was quickly promoted to S·C·U·D President.  Matt's leadership has created an environment that focuses on the efficient and effective delivery of natural gas; the best financial value for our customer; and excellence in customer service.

Matt continues to give back to our community through his involvement in numerous civic, economic, and charitable organizations.  Matt has developed a stewardship program at S·C·U·D that not only enhances our community but also redefines corporate giving.  He currently serves on the board of the Tennessee Gas Association (TGA), Sevier County Library Foundation, American Public Gas Association, and The Insurance Group.  He is a past member of TGA Board of Directors; TGA Education/Steering Committee, Board of Directors; East Tennessee Small Customer Group, Board of Directors; President, United Utilities; 2000 Graduate of Leadership Sevier; Leadership Sevier, Board of Directors; 2001 Graduate of East Tennessee Regional Leadership; Member of Operations Committee, American Public Gas Association; and Chair of Dr. Robert F. Thomas Foundations. 

Matt received his Bachelor of Science with a major in Business Management from Tennessee Technological University in Cookeville, Tennessee in 1992. Matt's wife Michele is an 8th grade science teacher and cheerleading coach at Seymour Middle School.  Matt's daughters Jordan and Reid attend public school in Seymour and continue to excel in scholastics and athletics!

 

Senior VP, Alan DevanAlan Devan, Senior Vice President S·C·U·D

Alan began his successful career at the Sevier County Utility District (S·C·U·D) in 1999. Prior to S·C·U·D Alan learned the natural gas industry while working for the East Tennessee Natural Gas Association as a Transmission Engineer for 14 years.  Alan's career also includes consulting work as a distribution engineer.  Alan was hired at S·C·U·D because of his unparalleled knowledge of and experience in the natural gas industry.   Alan began at S·C·U·D to develop the Mapping and Engineering Department.   With Alan's hard work, commitment to technology, and extensive back ground in the field he created a modern and sophisticated department.  Because of Alan's impressive accomplishments he was promoted to Senior Vice President of Engineering & Operations in 2009.  Alan's leadership has lead to the implementation of an advanced Global Positioning Satellite (GPS) equipment to maintain our mapping system.  He has equipped our team with tablet personal computers (PC) for mapping, database information, and inspections. Alan continues to move S·C·U·D ahead of the competition. He participates in the Tennessee Gas Association and currently serves on the Operations and Safety Committee of the American Public Gas Association.

Alan has been a proud East Tennessean since 1972.  He is a graduate of the University of Tennessee where he obtained his Bachelor of Science in Mechanical Engineering.  Alan is married to Cathy Devan; they have four children and two grandchildren.

Vice President, Jeff McCarterJeff McCarter, Vice President S·C·U·D

 Jeff is currently the Vice President of Facilities & Procurement for the Sevier County Utility District (S·C·U·D).  He began his career with S·C·U·D in December of 1984.  Jeff's longevity at SCUD has allowed him to garner an impressive knowledge of the natural gas industry.  He has also developed an extensive and valuable knowledge of the inner-workings of a gas utility company.  Jeff has served on various committees with American Public Gas Association (APGA), Southern Gas Association (SGA), and the Tennessee Gas Association (TGA).   

Jeff also has an unyielding commitment to give back to our community.  He was a founding board member for the Sevier County Emergency Communications District (911).  He served 15 years as a volunteer fire fighter.  Through his exemplary service in the volunteer fire department he obtained the rank of Captain.  He also became certified by the State of Tennessee as Fire Ground Officer 1.  Jeff also served 5 consecutive terms as a Sevier County Commissioner and was a graduate of Leadership Sevier 2004.  Jeff is also U.S. Coast Guard licensed Charter Boat Captain.  Jeff continues to raise the bar for community stewardship. 

Jeff is married to the former Sandy Mathews, who is vice president at Citizens National Bank in Kodak.  He is also the proud father of Trenton Jeffrey, a senior at Sevier County High School.  Jeff is a 1980 graduate of Sevier County High School.  He attended Walter State Community College and East Tennessee State University.

 

Vice President, Kelley ZamboniKelley Zamboni, Vice President S·C·U·D

Kelley Zamboni is the Vice President of Customer Service & Chief Administrator for the Sevier County Utility District (S·C·U·D).  Kelley was recruited by S·C·U·D for a part-time position in 1993 while attending college.  Kelley successfully managed her job on the front lines of the Customer Service Department, processing payments and creating new customer accounts, and her collegiate studies.  Through the years Kelley has worked in and mastered numerous positions from meter reading & billing technology to assisting in the development and maintenance of the GIS Mapping System at S·C·U·D. Kelley also spent part of her career at S·C·U·D developing and managing our Marketing Department and Customer Service.  Kelley's vast understanding of the natural gas industry, her various work experiences at S·C·U·D, and her leadership skills have well prepared her for her current role as Vice-President of Customer Service.   Kelley's 16 years of service to S·C·U·D make her an invaluable member of our team!

Kelley is very active in the Sevier County community as well as 1st Baptist Church of Seymour.  She is a 2002 graduate and founding Advisory Board member of Leadership Tomorrow and a 2009 graduate of Leadership Sevier.  Kelley is heavily involved in the organizations within the natural gas industry.  As a longtime member and 2007 & 2009 Chairperson of the TN Gas Association (TGA) Marketing Committee and member of American Public Gas Association (APGA), she remains engaged in natural gas industry issues. 

Kelley Zamboni, a resident and native of Sevierville, graduated Seymour High School in 1993.  Kelley went on to earn her Associates Degree from Walter State.  She is married to Doug Zamboni, a 5th grade teacher at Boyd's Creek Elementary School.  She is the proud mother of two wonderful and kind boys, Will and Wesley.
